That's a good move as it moves black markets out of business and injects more money into the country's flow of income.  Government also benefits due to taxes such as VAT, so overall good.  The benefits of legalising cannabis outweigh the cons.

following your argument it's only worth it in countries where drug trade is a larger scale issue
