For some reason photoshop thinks this has only a single frame. Or is the "Animation" window not for that?

Yeah, for .gifs you have to go to:
File > Import > Video Frames to Layers
(German respectively: Datei > Importieren > Videoframes in Ebenen...)
When the explorer opens, type into the "File name" (Dateiname) this
*.*
This will list all files on your current path and everywhere else that you'll browse through - now pick your .gif file and load is as a Frame-Animation.
Remove the glitched transitional frames, replace them with a copy from the next significant frame, reduce the oppacity to 50% and the issue is pretty much resolved - although, removing those frames and leave it like that might look prettier because the animation doesn't look smooth due to the ghosting effect from the transitional frames.
Also,
can't really test it right now and it's just purely theoretical, too lazy and my laptop would take years to accomplish such task, lols.
EDIT: while you're editing the .gif, if you're using Photoshop to edit the .gif go to Image > Image Size and reduce the overal picture size to something more moderate. thanks

I see nothing flashing there.
There are some transitional frames that have a weird colouring to them,
the artist probably used the "Difference" layer mode on all layers.
Not sure if piru meant that.
