No, every little joke is pretty much called a meme on the internet now. So much so that in the last year or so, as far as I've noticed, even the word meme itself has become one. I could say a stupid joke and someone would go "nice meme" even though it wasn't. Oh wait, that phrase itself has become one too. Yes, it is mindless. Especially since I remember around 2006/2007 the only things that were memes were viral phrases or internet videos like numa numa or "This is sparta" &c.
