Anyway, it probably only loads for me every time because I don't use cookies or something, so I suppose it's a non-issue for everyone else.
Cookies aren't related. If your browser uses cache, they only load once. The setting for this can be found in Settings>Advanced>Network (Firefox).
Of course if you're being a turbotinfoilhat and using private browsing the cached images get removed when closing the tab.

Assuming it's not one of the situations where PNG offers comparable/better compression, and assuming the JPG isn't encoded with crappy quality settings, then JPG is fine.
I don't think the difference is gonna be that big, but I don't know your situation, and it wouldn't effect me at all. So whatever.
