Yes, but if you look at the wikipedia page you can see that it's true for every base, and even for every number (0.12353461999... = 0.12353462 for example). The 1/3 (or 1/9) way is just one way to show that it's the case for powers of 10 in base 10, but for other bases and numbers there are still other proofs.

3/3 equalling one is just a fault of our base 10 instead of 12 numbering system.
Just came here to say that the same "problem" exists in base 12. It is not something related to 1/3 being an infinitely repeating decimal, it's just how maths works.
If in base 12 b is what would be 11 in base 10 and 10 is what would be 12 in base 10, b.bbb... = 10 is still true.
