I'm not sure if I'd call Rooster Teeth a no-name developer, they're pretty well known. From what I've heard, the RWBY team is also pretty passionate about what they do, which is why I think they'll hold up on their promises to improve the game as time goes by.
A better idea would be to buy it, play with it for a bit, and get it refunded if you don't like what you're seeing. There's no point in pirating such a cheap game anymore since refunds are a thing.

I was planning to buy that game, how is it going so far
Overall it's pretty fun, but as of right now it's lacking content and it is somewhat unbalanced. Blake is severely unpowered while the other 3 just wreck everything in a matter of seconds. It also has some bugs, but what can you expect from a game that's been in early access for a week or so.
The devs apparently plan to have the game up as early access for 8-10 months if all goes as planned, promising more content/features/bug fixes/etc., but what they have right now is promising and, in my opinion, worth the 15 EUR especially if you have a few friends to play it with. They'll also be increasing the price as they release more content, so I guess now's the time if you want it cheap, but you can go read what the devs have to say about that on the store page.
