He's an extremely good tanky troll champ when the opposition has almost no cc (any kind, from soft to hard). Sadly, 2 people with a low-cd slow are enough to hold him at bay and really give almost no fucks about him, much like Mundo was before his "rework".
His snare is ridiculously hard to pull off compared to how much it actually does. If it was 3 seconds of snare time, I'd have nothing against it, but it just doesn't pay off to aim for that shit. He has no real gapclosers and relies heavily on hitting that W on the ADC/APC unless they also have some kind of dash (like Graves) and don't give two fucks about you.

He's fallen out of meta around the end of season 2, just when Riot started updating kits and introducing champions with even more CC, so unless the guy gets fed (or farms like fuck for 2/3 of the match) he is going to be nigh useless, especially when you have much, much better tanks with more potential AND cc AND gapclosers than Singed. He's just plainly outdated, that's all.

You have to get early kills to be able to do something with singed though, or you'll get rekt in teamfights
