In the states big companies like Comcast and AT&T actively use local legislation to keep their monopolies afloat. In many places its illegal for the municipal to offer a competing service if a big company is around, for example.

True, they only have 31,000 music torrents as opposed to the 35,000 torrents that fall under Anime/Printed Media/Games/Live Action.

Only problem with those private trackers is when you live in a country thats literally autistic about uploading stuff i shouldnt and spies out all your traffic because they are autistic.
Like, seriously, i got a warning from my ISP because i shared ripped music with my friends. They'll be on your ass faster than they pursue murderers or something, and lock you up for longer than a murderer too.
As such, with public trackers dieing, im more and more pressed into giving up concepts such as "drm free"...
I was going to ask if ISPs literally packet sniff in Germany but of course they do...
