I have played CS:GO for about 1500 hours and I've met very few hackers, less than 10.
I haven't seen a cheater in CS:GO (played 90 hours) but i met a lot of them in CS:S, the main reason is that you can get a wallhack by simply replacing the textures files by transparent textures, and VAC doesn't detect textures modifications as a cheat, so they never get banned. There was a command that only allow non-modified textures to be used but too few servers used it back then

TF2 is free to play, and yet you barely see any on public servers. I don't know what you're on about.
I get accused of cheating more often than necessary, though.
I'm talking about games like CS or CoD. The gameplay of TF2 is too different and don't favorize cheating as much as CS imo, it's impossible to cheat with a Soldier or Demoman for example, because of slow projectiles (as far as i know)
And that's also why i'm waiting for Overwatch, it's like TF2 so there will be a lot less cheaters than games like CS, hopefully
