I highly doubt this ever happened (at least not how its implied in that article): The mayor cant just kick out people out of their homes. They can request it from the owner of the flat, but the owner is under no obligations to comply.
Since the mayor is speaking about how this cost him nothing i highly doubt the whole thing because the only reason for the owner to kick out her would be better pay from the refugees...
And then its by no means the mayors or the refugees fault, but its on the flat owner.
