Maybe not an inch but it looks slight off to my eyes.
I also agree the proportions on the other figure look feminine, he has long legs and big hips, small chest and small waist.

honestly, does this not look feminine to you?
the pose, thin long legs/fingers, no bulge for any sign of a penis, the waist. and everything is so smooth and round in the body and then suddenly a manly face.
the only reason for it not to be a female is that there are also no signs for boobs but that can mean nothing.
if i just saw the body like pic related, in no way i would have expected that face. would you have expected it?
maybe the face is too male rather than the body too feminin.
maybe a more young boy-ish face ?
I'll revise my proportions anyway since I don't draw enough dudes as is

so yeah the waist is the main issue. boys are a rectangular shape in their core. hands should be lightly larger, too. for a big muscular dude, he's just too small in everything right now, so bulk things up a bit compared to the head.
